Well, it's actually a fairly popular internet meme. 4chan, SA, ED, and quite a few other "notable" websites claim a liek of mudkips. This user vandalized, then reverted his own vandalism, which indicates to me that he was likely simply experimenting. An indef block was certainly out-of-line, and a gross violation of WP:BITE. I used to respect User:Can't sleep, clown will eat me, but I have found him to be just as bigheaded and cultminded as the rest of them. Rational thought? Fuck it. Common sense? It violates Wikipedia policies. Civil discourse? You aren't important enough.

Well, that would explain his paranoid username.

I forget which Simpsons episode it refrences, but Bart utters it in the course of the episode, unable to sleep for fear of the clowns.
