What is with this IP vandalism

What I mean is that I'll see an IP vandalize a page and then the next edit they do, they revert their own vandalism.

What is with this odd IP editing behavior?

They are testing the "anyone can edit" ethos, but don't want to do any real damage.

Most people on their first time on Wikipedia are trying to contribute legitimately. There are a few that aren't, but most of the people who work destructively on Wikipedia are doing so out of revenge at some mistreatment, or perceived mistreatment. Ergo, they really have little need to worry about people testing things like that.

When wikipedia first started and they pretty much refused to ban anyone, weren't there ever vandals that came by?
