If he is a founder, that would be fine. But he has claimed to be the founder which is highly disputed.

He's a developer? What hath Jimbo wrought?

Well it's open source right? So what are the attributes of "Founder." Tech folks?

It's curious because Founder does not contain developer, oversight or administrator privileges. You'd think if you were going to make a special rank that it would include full access in one rank.

If I had to guess, it's probably some special level that Bastique cooked up (with permission), so that he could import a bunch of XML files directly into Wikipedia.

We did something similar with "Duke Bot" on Centiare, to import 23,000 files from a Sarbanes-Oxley database.

I don't think it's a stupid question. I didn't know it myself until a while ago; it's not something that ever comes up on AN/I or another public noticeboard. Transwiki import deals with transporting data from one wiki to another (link). Upload import imports XML files. The import function is mostly disabled on English Wikipedia, but pages from WP and WMF can be imported to Meta and MediaWiki.
