A better idea, as I have said before, would be for indidividuals to be vetted before they are allowed to edit Wikipedia. Then 90% of the admin job-creation scheme can be scrapped.

The problem then becomes: Who does the vetting?

(Not saying your plan doesn't have merit; just saying that even if it was implemented, there would be problems).
