This gives me a tiny bit of pause, however:

"Blatantly disrupting multiple projects"

Who gets to decide that, and is that Foundation authority or non-WMF? The wording is a bit ambiguous. Grawp would be covered under "vandalism". So whats the threshold for a WMF ban?

I doubt it very, very much. Stewards aren't abusive, unlike some other high-ranking editors. And if they used it inappropriately, the log is open for all to see, and they'd quickly get removed.

That depends on your definitions of "abusive" and "inappropriately". Cary is a steward, and he certainly gets abusive on a regular basis.

I think it's inevitable that this tool will be used to inappropriate ends, in short order. How much do you want to bet that Poetlister's IP is "inadvertently" blocked within six months?

I think the Stewards will decide that (it's since been removed from the page, I had to check the history to find the section you were referring to).

IPs are blocked, not usernames, so you have to guess based on the IP (in this case it's easy to do as the IP has already been publicised).

We can see the log, but no indication of who it was.

You can just take the IP address and range and punch it into enwiki, like this;

Chances are, if it's globally blocked, it's been locally blocked on enwiki at some stage.
