Check out this section on "Jury Rights." The entire paragraph is one incoherent sentence, containing fourteen commas.

Now that's some tightly written, consensus-driven free information.

It doesn't even belong in the article - Governors (and Presidents) sign ceremonial proclamations all the time, usually without reading them. Does anyone on WP actually think this paragraph is relevant? Ehh, it isn't.

My guess is that the Republicans are trying to get people to stop reading the article at that point (by making it unreadable) so that people won't get to the far scarier sections regarding her far-right positions on anthropogenic climate change.
