I think that we'd all agree with the conclusion of the article.

Yes, although "anarchic" might be too kind. There is a sort of governance at Wikipedia, a sometimes quite harsh one, in fact. It just hasn't been thoughtfully designed for any sort of effectiveness. "Dystopian" might be better.
