I had not heard of this. Sounds more like a "copyright czar." I feel like wringing my hands at them. Almost everyone agrees that patent litigation is a mess right now, and the hard industries are begging for reform, which was supposed to happen this year. Instead we get this.
Oh well, it's $50 million. I bet they'll use some of the money to help ordinary people issue take-down notices against Wikipedia and any other infringer. Couldn't be terrible.
