Sounds like a nutcase who doesn't understand that "Wikipedia" is a bunch of 1's and 0's, while the "Wikimedia Foundation" is an organization of people to which one would direct a nutcase appeal for assistance.

I think most people still have no clear idea on how wikipedia works, and those who know a bit more call it the wikipedia foundation and various other names.
