It's the car that anybody can charge! Unless they're banned, or the car is fully protected, anyway, and it's likely to get vandalized or become the subject of a charging war.

I doubt people who can afford electric cars have much use for a free encyclopedia, if that's what this means.

No, it's all about cloud-sourcing … it means you have to fly a kite behind your car and only go out in thunderstorms.
